try www.ansi.org or www.nssn.org.

Try
"http://webstore.ansi.org/ansidocstore/product.asp?sku=ANSI+NCIT
S+340-2000" for ATA/ATAPI5.

AFAIK Maxtor holds the standards for the ultra ATA/133. The Ansi t-
13 group is AFAIK responsible for the serial ATA standards and
Matrox announced they will send an open spec to this group by the
end of 2001.

There are references to www.t13.org, but the servers are currently
down.

You might also want to try "http://www.global.ihs.com/" thes sell
documentation.
