I've had what sounds like a very similar problem with 1.5.1_BETA and
GDM and XFree-4.0.3;  I haven't spent the time to do any debugging. 
Everything's cool when I start gdm from the commandline, but if I put
it in rc.local, no keyboard.  If it matters, I've got a USB keyboard.
