I've just ported the OpenBSD iha driver for the INITIO chips today:
http://www.ceres.dti.ne.jp/~tsutsui/netbsd/iha.diff

It is tested by IOI-4203U on NetBSD/arc.
There are still some code to be cleaned up,
but I'll commit it shortly.
