If you this from the shell spawned from utilities menu, it will use
ed(1) as the editor.

Just yesterday I installed current snapshot on my laptop from sets
lying in a FAT partition.  Use fdisk to find out partition boundaries
then when installation process asks you if you want to edit disklabel
say 'yes' and use interactive prompts to add an entry for the FAT
partition to the disklabel.

Then in the "unmounted fs" dialog use wd0x as device where 'x' is the
letter you assigned for your FAT partition in the netbsd disklabel.


PS (not related to your question): Since I was installing on laptop,
it needs kern-laptop.tgz, but FAT mangles this into kern-l~1.tgz and
installation looses.  As a workaround I created a small MBR partition
labeled as FAT (install doesn't like two NetBSD partitions on the same
disk), but created an FFS on it, copied minimal set of sets over to it
then in installation menu added it to disklabel and installed from
sets in that partition.  Perhaps trimming kern-laptop.tgz to
kern-lap.tgz to fit 8.3 would be a good idea.
