According to FAQs http://www.inprise.com/kylix/faqs.html :

Are Kylix applications dependent on Wine?
No. Kylix developed applications do not use Wine, WineLib or any Win32 
    APIs and do not have any Wine dependencies. Kylix applications are
    100% pure Linux ELF object format executables and use the new Borland
    CLX native cross platform component library.
