I occasionally use a dx2/66 with a 33k modem on a 16450, no problems.
I think I run the serial port at 115200 - I can't check rigth now, but it's
at last 56k.

A lot of good work has been done on the serial port, upgrading you 386/20
to 1.3.3 would help (I'm not sure it would drive your modem at full speed, but
at last hardware flow control should preven silo overflows).
