Wrong. 

TWAIN was designed as a platform independent concept; it is quite ppopular
on Macintosh, for example. The TWAIN manager is written in ANSI C.

The API is a bit baroque but not so bad once you get used to it. [I have
written an application layer for TWAIN some years ago.]
