Ok, it looks like if APMDEBUG is defined in i386/apm.c, the system
behaves much more as it should, than when it is not.
(I still have to reconfirm this, but I am to 99% sure, that the above
is true)

One very annoying thing though is that the disk driver waits for a
long time after resume for some DRQ, and then spins up:
