Oh, I will also add that a sysctl just ISN'T appropriate given how
our sysctl interface works.  It's not currently possible to have
device-instance-specific sysctls, and there aren't currently any
sysctl top-levels in which a PCMCIA IRQ mask sysctl would be appropriate.
