1.3.1 was delayed by a couple of problems - a vm security hole and a
bug in sysinst on the i386.  Those bugs have been fixed and pulled up,
and I'm generating a source release now.  I can't attest to when or if
portmasters will build binary releases, though - you'll have to talk
to them.   We aren't requiring them to do it before we announce the
release, since 1.3.1 is a patch release.

If the i386 portmaster contingent doesn't have the time to do a
binary release, I could probably be sweet-talked into it...
