This is generally due to hardware problems, but not always.  There's a
signal 11 FAQ on the web somewhere, if you do a search you should find it
with ease...

I've got a problem of my own: I recently acquired a Compaq Netelligent
dual-port 10/100baseTX card and built a new kernel for it.  It gets detected
by the kernel, but when I try to ifconfig either of the ports I get
the device not configured message.  I'm aware that tl(4) says that the card
is untested, so I'm open to do some testing...
Oh, the machine is running 1.3.
