It's used to balance connections to machines *behind* the load balancing
machine.  You specify how many connections one machine can take at once and
how many connections the other machine can take at once.  It's great for web
servers and the like.

Cisco has a really cool implementation of this (and some other stuff) in its
LocalDirector.
