What is the "correct" way to get a disk label on a new floppy.
With a real disk, the kernel has generated a dummy label (with
the disk geometry info that you can use to generate an initial
label.  But this does not appear to work for a floppy.

I'd like to suggest that fdformat be augmented to generate a
floppy disklabel, since it knows all the geometry info.
