I can't recommend the script that is advertised in the *BSD FAQ at
all. I once tried it and found that customizing that script to my
needs by far exceeds the time it takes to add, say, 10-20 users
manually.

If you need special things to be done when you add an user, no custom
tool will satisfy you, and you don't need anything special to be done
when adding an user, vipw(8) does the job just fine.
