For Ethernet interfaces, it's not needed.  The power management is done
automatically based on whether or not the interface is "up" or "down".

Similar changes for the serial ports were done, but not ready to be
commited.  For the SCSI controller, some changes to the generic SCSI
code are needed.  So, power management is not done on these devices
at this time.
