I'm not sure if this is the real cause of the problem, but the disklabel

misses the 'c' and 'd' partitions. They should cover the whole disk,
as your 'a' appearently does.
Have a look at the "BUGS" section in disklabel(8), together with

> disklabel -w -r wd1 ibm3200

this gives an explanation of your problem.
(Aren't there error messages?)
