You'll need some vm86-mode patches (works as well under 1.2 as -current)
there.

Depending on what the ISA card needs, you might be able to do things via
DOSemu.  (If it's just port I/O, that can probably be made to work.  If
it does any DMA or interrupting, you're SOL).
