send mail to <query-pr@netbsd.org> with the arguments to query-pr in
the Subject: header.  Since it's part of a GNU package, you can use
--help to get a summary.  

For example:

% Mail query-pr@netbsd.org
Subject: --help
~.
EOT

I usually just use -q to get a one-line summary of each PR.
