Old 3c509's had a couple of pads which you could draw in with a pencil so
the board would appear at its factory default settings during boot just
in case you accidentally misconfigured the thing so it didn't respond to
the configuration software.

Or the card has plug-n-play mode enabled and since if_ep/netbsd don't 
grok pnp, the driver is complaining. Run the configuration utility you
got with the card and disable plug-n-play compatibility...
