The problem with this is that nobody should *have* to reconfigure their
hardware just to use NetBSD 1.2.  It would be much easier to just stick
with the INSTADP, and INSTOTHER scenarios.  IMHO the best solution
would be to help Jason Thorpe get the ISA "resource allocation" stuff
working, so that this would be a moot point.
