Tcsh builds right out of the box if you get the canonical sources (not
the linux-mangled sources).  In fact, the guy who maintains tcsh runs
NetBSD (or ran it -- don't know if he's still on this list).

Last time I looked, there was a moderately large ports directory on
ftp.NetBSD.org -- have you tried that, yet?  As far as gnu sources, I
would check prep.ai.mit.edu, gatekeeper.dec.com, as well as other
large, well-maintained sites.  I don't think you'll find binaries
anywhere other than the canonical NetBSD sites (ftp.NetBSD.org,
ftp.iastate.edu, something.umich.edu, etc...).  But, usually the
sources build just fine unless someone has modified them for Linux
then reposted them.
