I don't think there's any practical way to install hpcsh using only
the target device.

I'd guess that running sysinst on a NetBSD host to install
NetBSD/hpcsh on a CF for later use in hpcsh device would not be that
much different from the usual way of running sysinst from md image to
install on the local system disk.  (dicslaimer: no, I'm not
volunteering :).
