Netbsd.gz is the install kernel.  To boot into netbsd from windows ce
you also need the regular kernel netbsd-GENERIC.gz from the sets
directory.  Simply put netbsd-GENERIC.gz on the msdos partition instead
of netbsd.gz and boot from it with pbsdboot.exe.
