I edited dev/hpc/hpckbdkeymap.h.  You can move keys around this way.
I got a proper control key for both console and X, and cursor keys in
the vi arrangement like the Digital keyboards.

Of course it's not as powerful as making your own keymaps---all you
can do is move keys around, not make deadkeys or modifier maps or
anything.  I don't know how to do that.  And if you know how I think
you have to do it twice, once for the console and once for X11.
