It seems non-install kernel which should be used after installing.
(install kernel will use md (memory disk) as root device)

The kernel for install is placed on installation/ directory on some ftp
site, e.g.
  ftp://ftp.netbsd.org/pub/NetBSD/NetBSD-1.5.3/hpcmips/
  ftp://releng.netbsd.org/pub/NetBSD-daily/ ... /hpcmips/ (1.6RC1)

Get netbsd.gz and boot it.
