did you rename the file as XF86Config-4? i just ran across this problem on
an Intel machine, you can also try:

startx -- -xf86config pathtofile/XF86Config

if:

XFree86 -xf86config

works (as root), then you should be OK... 

(note that i'm guessing here... this is for a  XFree86-4.0-based server,
not for pre-4.0 servers)...
