I found new items on Microsoft Windows CE download web.

  - eMbedded Visual Tools 3.0
    Newer compiler for Windows CE
    This archive is huge(304MB).

  - Handheld PC 2.0 SDK
    The pbsdboot is compiled with this version of SDK.
    So you can possibly recompile pbsdboot with this SDK and 
    GNU compiler.
