I should post a correction here. The problem is definitely with the NetBSD hpcarm kernel. A posting to the NetBSD hpcarm mailing list that confirms it is here:

I'm guessing that the people who are capable of fixing this problem have moved on to other things and no one else is willing to take up the challenge of fixing the problem. Of course, that's just a guess.

I'm pretty sure it's not the fault of hpcboot, unless you're using an old version of hpcboot. I've had no problems loading kernels > 5MB (like the install kernels) on my ipaq with the latest hpcboot. Also, you can try the build at ftp://ftp.netbsd.org/pub/NetBSD/misc/rafal/
