I've generated a cross environment from the pkgsrc tree.
The package bits are available from ftp.cirr.com:/pub/hppa/NetBSD.
You want all the tar files in that directory.

Extract the tarballs in the pkgsrc/cross directory, cd into
hppa-netbsd directory, and type make. (COMMON.tar and binutils-2.9.1.2.tar
replace the COMMON and binutils directories that exist in the
pkgsrc/cross directory, adding support for hppa-netbsd-elf.)
