It's obviously a permissions problem, from the error you've sent in. Andy's 
suggestion of double-checking the -p flag for untarring is a good one; 
meanwhile, here's some output from my NFS server for you to double-check 
against: 

old.kirknet.net$ pwd
/home/alex/dreamcast/dc
old.kirknet.net$ ls -l /etc
...
 -rw-r--r--   1 root  wheel        353 Oct 18  2001 rbootd.conf
 -rw-r--r--   1 root  wheel      16337 Oct 19 13:33 rc
 -rw-r--r--   1 root  wheel       3890 Jan  1 20:07 rc.conf
...
old.kirknet.net$ ls -l sbin/route
 -r-xr-xr-x  1 root  wheel  248740 Sep 29 12:52 sbin/route
