There's a thing called the "Dreamcast Karaoke" add-on that uses those clips.  
You can see some info (in Japanese only) about it on this page:

It seems like a clever idea...  they have you subscribe to a service from
which over the internet you can download songs and text data to use with your
"segakara" unit.  They add new songs to their servers and you can't save songs
from the Dreamcast, it seems...
