The siop(4) driver is known to be broken on at least some types of
Cobalts.

There is no driver yet. Some people have shown interest in writing
one, but I don't know that anyone has done so.

You can use it by writing a userspace driver, yes.

The whole concept of partitioning on NetBSD needs an overhaul, not
least on NetBSD/cobalt..
