Thanks to advice from Matt, I've gotten further, but still do not have an
installed system.

I've acquired kernels from ftp.netbsd.org under arch/netwinder, but what
is the difference between

arch/netwinder/kernels
arch/netwinder/snapshot/20010905-1.5X/binary/kernel

I've hung a terminal emulator off the serial port so that I can see the
system messages.

If I boot the GENERIC kernel, device probes look good, and them I'm
prompted for the root device, which I've seen from previous postings
can be set to ne0 (to run the 'winder diskless, I assume).

If I boot netbsd-20010608, it just hangs at the boot of the kernel.

Should I be booting something else?  Should I follow the arm32 installation
up to some point?
