This is interesting the CATS gets a different PHY to the PC even on the 21143. 
Was the dmphy configured into the CATS kernel? The error you are seeing is 
printed when the tlp driver fails to match any phy.

It looks like a problem with the phy detection code on the CATS now we just 
need to find out why. :-)
