I know. I did work for them...

My point is that the whole of the NCOS ROM can be removed and replaced by
something new. Therefore we need something that can be jumped
straight into and perform sufficient hardware initialisation to bootstrap
an OS. Without [NC|STB|RISC]OS, there will be no BASIC, no OS_Memory. 

This could also be used on RiscStation hardware to avoid the
astronomical costs of RISCOS4 if it not needed.
