Hm. I hope it's neither, because I merely untarred the contents of
ftp.netbsd.org:/pub/NetBSD/1.4/arm32/binary/sets/*.tgz onto the disk. I
didn't build any binaries from scratch, nor did I leave any old ones from
1.3 in there. The disk was newfs'ed and completely redone from a blank
state.

Off hand one of two things:

1) You haven't installed a 1.4 userland and don't have NetBSD 1.3
compatability
in the kernel, or

2) You built a corrupted 1.4 userland.

I'm guessing #1.
