I occasionally get this (on a fairly random basis, but usually when I'm in
a rush ;-) rebooting normally clears it, though.

I don't know whether you might need to set the media type explicitly (man
ifmedia, should have the info I think).  ISTR some discussion of this a
while back, but maybe I'm hallucinating.
