FWIW, I figured this out. When I clobbered the first few sectors of the
drive like this:

dd if=/dev/zero of=/dev/rwd0c bs=65536 count=1

it fixed the problem. I think this has to due with me having previously
installed an i386 disklabel on the drive, and the arm32 disklabel got
confused when it ran into it. I'll see if I can spend more time finding
the exact problem.

But anyway, yay!
