Charles was, but I don't know how much he got done.

It would require a bump of the ld.so emulation number in _DYNAMIC, though
that does not necessarily mean that we couldn't be backwards compatible (old
shlibs do, in fact, have real PIC code; it's the offsets that are
nonstandard).
