Yes, 'cos LaTeX authoring is all about logical document structure.
Lamport's own book on LaTeX says:

  "Producing slides requires visual formatting, which means that LaTeX
   is not well suited to the task."

but then goes on to list some reasons why you might use it anyway
(slides are heavy on maths, the slides are to include lots of material
which is already in LaTeX form, or user can't be bothered to learn a
more appropriate package)

However, TeX != LaTeX. You have a lot more creative control over the
output if you produce something with TeX directly, rather than via the
LaTeX macros.
