Sure, at the obvious place: ftp.de.netbsd.org
The main stuff is inside the arm32 directory of the 1.3 release.
I hope you have installed NetBSD/arm32 before because the installation
instructions are not complete.
You should also check out what's inside arch/arm32. This also contain X
now, but I haven't tried this yet.
