Read the version number carefully: the ctype.h fix (which was already in the
199805xx -current _snapshots_) was being added for the _1.3.2_ based
binaries. The 1.3.2 binaries are based on the older release code of the
1.3.x source tree, which is for those people who aren't gutsy enough to go
to a -current snapshot.  :)
