cpp should be in the base set.  (That's where it is on all other
NetBSD ports; i can't easily check for arm32 right now.)

Weird, you say?  Well, yes, it is.  However, xrdb wants to use it, and
it seems ... wrong to require that people install the compiler to use
X.  8-)
