You could try using the test kernels which contain a new EtherH driver.
This is based on a 1.3BETA source tree so you will need at least 1.3alpha
binaries for ps/top etc to run with this kernel as standard. However I
would still be interested in seeing if the kernel boots correctly.
The other alternative is to ensure that the bootloader contains ehbug in
the extra options field and see if that makes a difference.

This kernel will detect the card but is unable to see transmit and receive
packets if the RISCOS EtherH module is not used before booting RiscBSD.
