There was, some time ago, a permissions problem with /usr/share/man/cat1,
meaning that only root could access the manual pages within. If you're
running NetBSD 1.2, that could be worth checking out - I presume it's been
fixed in 1.3

The following setup works for me.

dan@mouse[~]: ls -dl /usr/share/man/cat1
drwxr-xr-x  2 bin  bin  5632 Oct 18 14:53 /usr/share/man/cat1
