The main difference is that the RiscBSD CDROM has a full installation actually
on the CDROM. If also has CDFS extensions for the RiscBSD bootloader so the
bootloader application can be run directory from the CDROM. AS if has a full
installation you can select /dev/cd0a as the root device and do a mulituser
startup from CDROM. (union mounts a ramdisc to make the filesystem writable
where needed.
The install script is then run from the CDROM and the sets are installed
striaght from the CDROM.
It is also feasible to run X11 and xdm straight from a RiscBSD CDROM thus
allowing in the future for a X based install an no need to mess around with
floppies.

The FTP snapshot is exactly that. You will need to make a root floppy (from the
image on the CDORM) for the initial boot but you can then mount the CDROM and
install the sets straight from it.
