RPI userland is not even built for Linux on aarch64 regularly.

There are patches to build _part_ of it on aarch64, but you
still lack e.g. the MMAL code:

Files:
/usr/pkg/bin/dtmerge
/usr/pkg/bin/dtoverlay
/usr/pkg/bin/dtoverlay-post
/usr/pkg/bin/dtoverlay-pre
/usr/pkg/bin/dtparam
/usr/pkg/bin/tvservice
/usr/pkg/bin/vcgencmd
/usr/pkg/bin/vchiq_test
/usr/pkg/bin/vcmailbox
/usr/pkg/lib/libvchostif.a
/usr/pkg/lib/libbcm_host.so
/usr/pkg/lib/libdebug_sym.so
/usr/pkg/lib/libdebug_sym_static.a
/usr/pkg/lib/libdtovl.so
/usr/pkg/lib/libvchiq_arm.so
/usr/pkg/lib/libvcos.so
