But both of those - focus control, and switching to a different window
(or refusing to do so) - are, at least in X, under the control of the
window manager and thus not the OS's or hardware's fault.

Those behaviours may be requested by the client, but it then becomes a
question of window manager policy to obey such requests - or not.
