Do you have a bcm2837-rpi-3-a-plus.dtb on the FAT filesystem?  For me,
an earmv6hf RPI2 kernel did not boot either until I manually copied
bcm2837-rpi-3-a-plus.dtb from an earmv7hf build over.

I didn't do any real testing, just verified that I get kernel output
on the serial console.
