try update Firmware,to run RPI3+.

/boot on MSDOS partition:
bootcode.bin fixup.dat fixup_cd.dat start.elf start_cd.elf

from image
 NetBSD-evbarm-aarch64-201911091420Z-generic.img.gz ?
